Robert and Pattie Menzies were guests of President Carlos Garcia at the presidential palace. Menzies addressed the Philippines Congress and spoke of the importance of freedom and SEATO. He laid wreaths at the monument to Jose Rizal and the tomb of President Ramon Magsaysay.
