Robert Randolph Garran was a lawyer and Commonwealth public servant. Garran was appointed first head of the Attorney-General’s Department and parliamentary draftsman on 1 January 1901. Garran served the governments of ten prime ministers: Barton, Deakin, Watson, Reid, Fisher, Cook, Hughes, Bruce, Scullin and Lyons. He retired from the public service in 1932 after 31 years as head of the Attorney-General’s department. He collaborated with John Quick in preparing The Annotated Constitution of the Australian Commonwealth (1901).
